As drone operations become more complex, it is important that businesses and organizations have effective safety policies and procedures tailored to their specific operations. This helps mitigate risks, especially for larger companies with more employees who need standard operating procedures, for larger drone fleets that require more maintenance, and for operations that involve beyond visual line-of-sight (BVLOS).

Why Do You Need an ROC?
Transport Canada (TC) is introducing a new requirement for an RPAS Operator Certificate (ROC) to establish a risk-mitigation framework similar to traditional aviation certifications. This requirement is modeled after the Private Operator Certificate under Section 604 of Part VI of the CARs and the Air Operator Certificate under Part VII of the CARs, but it has been scaled and adjusted to fit RPAS operations.
While existing operator certificates do not apply to drones, the new ROC would be required for any pilot or organization that intends to fly BVLOS. To obtain a ROC, an individual or organization must declare to Transport Canada that they meet the necessary requirements via the Drone Management Portal (DMP). Once issued, the ROC does not require renewal, as long as the operator continues to meet the Canadian Aviation Regulations (CARs).
How to Get an RPAS Operator Certificate (ROC)
To get an ROC, you need to have specific policies and procedures in place that reflect the size and complexity of your operations. These must include:

Appointing an Accountable Executive: A person responsible for ensuring compliance and safety within the organization.

Identifying a Person Responsible for Maintenance: Someone must be designated to maintain and ensure the drones are in safe working order. In small organizations, this can be the same person as the accountable executive.

Submitting to Transport Canada
Once these policies and procedures are in place, you need to submit a declaration to Transport Canada via the Drone Management Portal. After approval, you will receive your ROC, allowing you to fly BVLOS legally and safely.
